Item Industrial facility siting study: A briefing paper.(Texas Coastal Management Program, 1978) Research and Planning Consultants;This briefing paper is a discussion of the industrial facility siting process. It represents only a portion of the overall industrial facility siting (IFS) study which consists of the following components: 1. A summary of projected coastal industrial facilities; 2. Case studies of the siting of Corpus Christi Petrochemical Company and South Texas Nuclear Project; 3. An analysis of siting decisions from the perspective of industry. 4. A detailed discussion of the permitting process and the relevant statutes and regulations affecting facility siting; and 5. Eight environmental attribute maps with accompanying narratives.Item Island canals: an alternative for industry.(Texas General Land Office, Texas Coastal Management Program, 1977) Research and Planning Consultants;The objectives of the study are threefold. First, the hypothesis that the inland canal is a feasible alternative to traditional navigation developments must be tested. Second, a usable methodology to locate and design an inland industrial canal with least environmental impact must be developed. Third, the information of most value in applying this methodology and in determining the impacts of an inland canal project must be compiled. Given these objectives, two audiences are expected to find the study results to be interesting and useful. Industry will find it opportune to incorporate the study results into future development decisions. Governmental entities responsible for managing coastal resources will find the study conclusions of use in reviewing plans for coastal industrial navigation developments.Item Texas Coastal Management Program Activity Assessment Routine Social and Economic Component: user's manual - draft(Research and Planning Consultants, 1978-04-05) National Ocean Survey Office of Coastal Zone Management; Research and Planning Consultants; Texas General Land OfficeThis draft user's manual provides guidelines for use of the social and economic component (SEC) of the Activity Assessment Routine. The SEC provides a mechanism for estimating the effects of development activities on social and economic systems of the Texas coast. Primary effort in the SEC has been directed toward developing a reliable, realistic and rational analytic framework. Throughout this document reference is made to the degree to which SEC is quantitative. In all cases possible, the system is being developed to yield realistic and useful quantitative estimates of impacts and assessments of the capability of local social and economic systems to absorb those impacts. Assumptions have been kept as straight-forward as possible to provide the greatest degree of reasonableness, and to facilitate modification of the SEC as it is being used. This version of the SEC user's manual in "manual"; many of the instructions and tables will be replaced by computer programs in subsequent versions.Item Texas Coastal Management Program ecological systems component: users' manual(Texas General Land Office, 1978) Research and Planning ConsultantsThis manual was written to assist professional biologists in the use of the Ecological Systems Component (ESC) of the Activity Assessment Routine. This report was prepared for review and comment by the public; revisions including these comments will then be submitted to the Governor for consideration regarding submission to the Secretary of Commerce for approval under Section 306 of the Coastal Zone Management Act of 1972 as amended.Item Texas Coastal Management Program: Siting industrial facilities on the Texas coast.(Texas General Land Office, Texas Coastal Management Program, 1978) Research and Planning Consultants;The purpose of this study is to analyze the ways in which industrial facilities are sited on the Texas coast and to make recommendations for improvements in the siting process. This study is mandated by the 1976 amendments to the Coastal Zone Management Act of 1972 (P.L. 92-583). This report includes: an introduction and statement of eleven findings; sections on the decision-making process of industry, the roles of the natural environment and the human environment, analysis of case studies, and review of problems and issues regarding the present siting process; a final section discusses the nine recommendations made; and supplementary information on existing and potential facilities, as well as a bibliography. There is a need to study various land resource management techniques which may be useful in Texas to preclude or solve certain land use problems similar to those which have been experienced by older, more densely populated and heavily industrialized sections of the country. The seriousness of these problems has resulted in proposed federal legislation which, among other provisions, would encourage the state and local governments to develop planning and management mechanisms conducive to prudent land use practices. Realizing the importance of these problems and the need for establishing proper land use practices throughout the state, the Governor's Office, through the Division of Planning Coordination, authorized a study of land resource management in Texas. This study is comprised of the following eight technical reports: - Historical Perspective - A survey of historical developments, trends, and processed in land resource management in the State of Texas. - Existing Mechanisms - A survey of the legal bases for existing land resource management activities in Texas. - Problems and Issues - A determination of existing and potential land use problems. - Significant Policies - An identification of existing significant public policies relating to land resource management in Texas. - Needs for the Future - A determination of the relative need for improving the existing approach or approaches to land resource management. - Management Approaches - Consideration of alternative approaches to improve land resource management. - Role of Planning - A study of the role and scope of land use planning as a major ingredient of a continuing land resource management program and as an element in an overall state planning process. - An Informed Public - Development of recommendations in regard to ways by which to best inform the citizens of the State of Texas about the need for a revitalized state and local role in land use planning and land resource management.
