The purpose of the 1975 Hurricane Awareness Program [is] to reach as many residents and property owners in Texas Coastal area with an effective message about the need to prepare in advance for a major natural catastrophe. Within the confines of a limited budget, every available public relations tool was to be used to full advantage.
