On April 18, 1974, 77 Americans met at Arden Houst in Harriman, New York, for the Forty-fifth American Assembly. As principals in their respective spheres including education, business, communications, government, bench and bar, they came from 22 states and the District of Columbia to consider "Land Use in America." For three days in small groups they discussed past and present land-use practices and programs, both private and public, and on the fourth day in plenary session they adopted the report which appears in these pages.en
