Abstract
On a large estuary, issues arise that cross the administrative boundaries of several local governments, and many of these fall under the purview of the U.S. Army Corps of Engineers. The recent example of the Port of Houston Authority's plan to build a container port at Bayport illustrates how various municipalities not accustomed to joint action have overcome the unease of their differing needs, mandates, and perspectives to collaborate when their joint interest in a sound conservation future for the bay is at stake....
