dc.description.abstractThe main purpose of this study is to focus attention on Galveston Bay area local governing entities, and those duties and actions which may affect and be affected by the Galveston Bay system. Specifically, we are interested in activities referred to as economic development and to activities primarily directed at enhancing or protecting the natural resources of the bay. Major issues and economic developments involving the bay, descriptions of the tools which localities may incorporate into their development strategies, and discussions of the various systems of local governance and their possible affects on the Galveston Bay complex are included.en_US
