Lavaca-Navidad River Authority Pipeline Permit

This environmental assessment (EA) compromises three parts. First is the "Finding of No Significant Impact" (FONSI) inside the front cover. Second is the Final EA, revised from comments received on the Draft EA released December 21, 1990. The Final is considerably longer than the Draft, so the pagination is different (see Contents following the Summary). Twenty-eight letters were received on the Draft EA during the 30-day comment period. These letters, along with Reclamation's responses, make up the third part of this report (following the Final EA). Letters are printed in full on the left side of the page, with responses across from them on the right.
