Texas no newcomer to coastal legislation.

The goal of the Texas Coastal Zone Management Program is to achieve or maintain a balance between economic development and environmental quality. The program is attempting to complement the private market system in allocating natural resources with minimal disruption of the market mechanism. Major concerns in Texas that will influence the success of coastal zone management are discussed.
