Abstract
In many respects it can be argued that the water business is dominated by matters of public policy. This is not to say that science, technology and economics are unimportant, for the disciplines clearly have a major impact on both the direction and content of water policy. Rather, to say that the water business is dominated by public policy issues is simply a recognition that much of what we do in the water business is ultimately determined in the policy and political arena. Like it or not, in our social and governmental system, decisions are often made on the basis of what people want or don't want...in other words on the basis of values.
