dc.description.abstractIn September of 1990 the EPA issued the first set of rules impacting a number of industries in major metropolitan areas (areas with populations greater than 100K) these industries included POTWs. The rules required facilities to regulate site activities for the purpose of storm water quality control. The rules required facility operators to develop a storm water pollution prevention plan (SWP3) and file with the EPA for a general permit. The concept behind the plan was that each facility would develop and implement best management practices as a proactive measures to reduce storm water contamination.....The paper will generally discuss the process of developing an SWP3 for a facility, but more over the discussion will draw on ten years of experience and it will cover some of the success and failures that the City of Houston has experienced in keeping a facility storm water compliant.en_US
