Texas Industry and the Ocean

In order to promote an orderly growth of ocean-related industry [in Texas] and, at the same time, insure proper management of the natural environment, it appears necessary that within the framework of Texas government there be established an entity to provide a focal point for marine resource development. Such an organization would be a progressive and important step forward in providing a mechanism for industry, government and academic institutions to communicate and respond to the needs of each other.
