Abstract
This report concerns the potential development of Shoal Island as a deep water port (Mega-Port) for the Texas Central Gulf region. This site consists of 375 acres and is owned by Texas City, Texas. Included in the report are environmental considerations, development schedules, and capital budget estimates for its implementation. The planning effort has been segmented into two phases. The first phase addressed the market potential, while this phase focuses on project methodology.
