The report which follows is the result of the deliberations of 65 Americans from the worlds of business, labor, education, journalism, government, the legal (bench and bar) and other professions. They came from 20 states and the District of Columbia for the Fifty-fifth American Assembly, a consideration of public policy for improving the energy efficiency of the United States. The Assembly was held at Arden House, Harriman, New York, November 2-5, 1978. For three days the participants discussed in depth the nature of the problem; energy prices and nonprice options in major sectors of the economy; and long-range issues.en
