This environmental assessment report for a proposed deep-water port and crude oil distribution system in Galveston, Texas discusses the existing air quality baseline, air quality characteristics, and air quality impacts. The federal Clean Air Act, the Environmental Protection Agency, and Texas Air Control Board regulations are also covered. Chapter 1 - Existing Air Quality Baseline; Chapter 1.1 - Air Quality Characteristics of Texas, Air Quality Regions 7 and 10-dispersion characteristics of the local atmosphere, ambient air quality, emission inventory, attainment areas and nonattainment areas; Chapter 1.2 - Federal Clean Air Act-Section 107 Air Quality Control Regions, Section 127, Part C, Prevention of Significant Deterioration of Air Quality, Section 129 - Nonattainment Areas; Chapter 1.3 - Environmental Protection Agency-40 CFR 51.18 Review of New Sources and Modification, 40 CFR 51.24 Prevention of Significant Deterioration (proposed), 40 CFR 52.21 Prevention of Significant Air Quality Deterioration (proposed), 40 CFR 60.110, subpart K, Standards of Performance for Storage Vessels for Petroleum Liquids, 40 CFR 50 National Primary and Secondary Ambient Air Quality Standards; Chapter 1.4 - Texas Air Control Board Regulations-Rule 131.01.00.005 Nuisance, Rule 131.01.00.011 Filing of Emissions Data, Rules 131.03.04.001-.005 Particulate Matter from Materials Handling, Construction and Roads, Rules 131.03.05 Particulate Matter, Rules 131.04.01.-007 Control of Sulfur Dioxide, Rule 131.97.10.002 Storage of Crude Oil or Condensate, Rule 131.08 Regulation VI, Control of Air Pollution by Permits for New Construction or Modification, Rule 131.10 Regulation VIII, Control of Air Pollution Episodes; Chapter 2.0 - Air Quality Impacts; Chapter 2.1 - Evaluation Method; Chapter 2.2 - Mitigative and Compensatory Programs; Chapter 2.3 - Project Effects. This section of Appendix K presents a compilation of the existing air quality data in the vicinity of a proposed onshore deepwater port at Galveston, Texas and a summary of the applicable federal and state regulations. This appendix was prepared by Engineering-Science, Inc. to be included in an environmental assessment report being prepared by Espey, Huston & Associates, Inc. for the proposed deepwater port. Included in this part of the appendix are the meteorological characteristics of the study area of the proposed site, the ambient air monitoring data in the area, the emission inventory of all the sources in the area, and the federal and state air pollution regulations applicable to the area. The proposed project site consists of a deepwater docking facility located on Pelican Island, Galveston, Texas; a tank farm located north of Texas City; and three pipelines.... This, the study area consists of Galveston, Brazoria, Harris, Chambers and Jefferson counties.en_US
