The report contained in this volume is the product of an intensive study by the Land Resource Management Committee of the Commission. This Committee was formed in early 1971 as a result of concerns expressed by the Commission during the initial phase of its work for needed improvement in the land use control processes being employed by local governments in Texas. What evolved from the Committee's efforts is the broad outline of a new coordinated system of land resource management for Texas. The new system is intended to supplement, strengthen, and improve the present local government programs and practices rather than to replace or weaken this vital local function.en
