The report presents an inventory of major transport, transfer, and storage facilities for hazardous polluting substances at four geographic locations in the United States: Texas City, Texas, Baltimore, Maryland, Charleston, West Virginia, and various locations on the shoreline of San Pablo Bay and Suisun Bay, California. From these inventories strategic facilities at each geographical location were selected to be surveyed. The study was designed to investigate the prevention of hazardous material spills, and to determine methods that would prevent such spills from entering a public water course, thus rendering such bodies of water temporarily or permanently useless, or degrading the natural environment of the area.en_US
