The need for basic digital maps that describe Texas resources and infrastructure is tremendous and common to federal, state, regional, and local governments, and to the private sector. This paper presents a concept proposal for a strategic mapping initiative, called StratMap, that provides a solution to this need through Texas-based cost-sharing partnerships. StratMap will provide the State with the basic digital maps that it needs, at a fraction of the cost it will likely, otherwise have to pay. It will also provide positive economic and social benefits in the process.en
