Abstract

There are two issues that have significantly affected the use of wetland mitigation banks. The first regards the extent to which mitigation banks should provide credits for conserving wetlands that are different from the kind of wetland to be impacted. A second issue is whether mitigation should occur in the same watershed or within a fixed distance of the impacted wetlands.
