dc.description.abstractGalveston Bay, the largest estuarine system on the Texas coast, is used for many purposes; which often overlap or conflict. The state has no bay or coastal agency or comprehensive coastal plan. Rather, many national and state agencies and local governments share authority on bay matters. This paper is a planning document for a study of the governance of the Galveston Bay system. In the study we will identify the various private and governmental players in bay governance, their legal authorities and policy concerns, some of their interrelationships and coordinative arrangements, and policy issue. Here we provide an overview of bay governance and Texas water policy, and summarize our research strategy.(DBO)en_US
