dc.description.abstractThe State of Texas has been pursuing development of a Costal Wetlands Conservation Plan for almost two years. With the passage of S.B. 1054 in 1991, the state adopted a goal of no overall net loss of coastal wetlands. The Texas Water Commission, the Texas Parks and Wildlife Department, and the General Land Office are developing a plan to achieve this goal. S.B. 1054 mandates that the CWCP govern state-owned coastal wetlands. In order to meet the requirements of the federal Coastal Zone Management Act, however, the CWCP will also include privately owned wetlands in the coastal area.en_US
