Abstract

This paper is concerned with the selecting of a site for a new petroleum refinery or petrochemical plant. Many complex factors must be considered and evaluated. Hudson Oil Co. worked intensively on a grass-roots refinery project from 1974 to 1976, including purchasing a 600-acre site on the Houston Ship Channel at Bayport, Texas. The discussion highlights some of the key elements in developing a grass-roots refinery project, based on Hudson's experience. It briefly fills in some background on Hudson and their refinery project. Details are given on the site studies/project impact assessment. Checklist of the project impact assessment is tabulated. Environmental impact is also included in this consideration
