In response to the Water Quality Act of 1987, the EPA established the Galveston Bay National Estuary Program (GBNEP) in 1988. Its purpose was to develop a Comprehensive Conservation and Management Plan (CCMP) that would address specific pollution, development, or overuse concerns as they applied to this estuarine system.
