While it is not always possible to find the direct causes of these events, evidence is increasing that they result from the continued development of our coastal environment. This report describes some of the activities and resource uses in coastal states that affect the environmental quality of our coasts, and provides an overview of conditions existing during the 1980's and that may exist in the year 2000.
