In October, 1972, the Federal Water Pollution Control Act Amendments of 1972 (PL 92-500) were passed. Pursuant to Section 303(e) of this Act, Basin Plans of a slightly different nature were to be developed in accordance with EPA guidelines 40 CFR 130 and 131.
