These six task reports describe the role of the Gulf Intracoastal Waterway as a transportation artery and the significance of this system to the economy of Texas. The task reports provide baseline data on the Waterway on environmental implications, engineering aspects, sociological characteristics, economic impacts, funding alternatives, and legal considerations. A major thrust of the reports is an analysis of State sponsorship for maintenance and development of the Gulf Intracoastal Waterway in Texas. Funding alternatives are described for State sponsorship including estimated amortization and total costs for varying administrative and fiscal scenarios. Supplementing this approach is a thorough analysis of historical and existing laws bearing on State sponsorship of the Gulf Intracoastal Waterway. A dominant theme of the effort was to document the importance of the Gulf Intracoastal Waterway to the people and economy of Texas.
