This paper presents a concept proposal for a strategic mapping initiative, called StratMap, that provides a solution to this need through Texas-based cost-sharing partnerships. StratMap will provide the State with the basic digital maps that it needs, at a fraction of the cost it will likely, otherwise have to pay.
