It was developed by the Texas Natural Resource Conservation Commission's CLEAN TEXAS 2000 program under the pollution prevention grant from the U.S. Environmental Protection Agency (EPA). The manual covers a range of methods for labeling storm drain inlets and offers examples of programs operating in selected Texas cities. The Texas Natural Resource Conservation Commission (TNRCC) does not endorse one labeling approach over another, and the manual does not represent a complete catalog of programs in Texas.
