It has been organized in such a way as to parallel the requirements for management program development which are contained in the Coastal Zone Management Act of 1972 and the Section 305 regulations published November 29, 1973, in the Federal Register (15 CFR 920). Additional information on the design of a management program consistent with teh Act's requirements is contained in the criteria for management program approval published in draft form Agusut 21, 1974, in the Federal Register (15 CFR 923). The Office of Coastal Zone Management has worked closely with the Coastal Zone Management Institute to ensure that the information contained in this document is generally consistent with the Coastal Zone Management Act. Nonetheless, this document should not be viewed as having the standing of official rules, regulations, or guidelines. Such rules, regulations, and guidelines affecting the implementation of the Act are formally published in the Federal Register on a regular basis. Copies of all relevant rules and regulations published to date are appended to this document. It is our hope that the information contained in this document will be of value both to those involved in long-term planning and those working in coastal zone management on a day-to-day basis.
