With the passage of S.B. 1054 in 1991, the state adopted a goal of no overall net loss of coastal wetlands. The Texas Water Commission, the Texas Parks and Wildlife Department, and the General Land Office are developing a plan to achieve this goal. S.B. 1054 mandates that the CWCP govern state-owned coastal wetlands.
