The state has no bay or coastal agency or comprehensive coastal plan. Rather, many national and state agencies and local governments share authority on bay matters. This paper is a planning document for a study of the governance of the Galveston Bay system. In the study we will identify the various private and governmental players in bay governance, their legal authorities and policy concerns, some of their interrelationships and coordinative arrangements, and policy issue. Here we provide an overview of bay governance and Texas water policy, and summarize our research strategy.(DBO)ASW,USA,Texas,Galveston BaybibliographiesEstuarine pollutionFishery policyGalveston BayGovernmentsInternational policylegislationMonitoringNavigation policyOcean policyPlanningPoliciesPolitical aspectsPollutionPollution monitoringQ1 01121 Law,policy, economics and social sciencesTexasUSAwaterWater policyThe governance of Galveston bay preliminary considerationsCONF
