The state has no bay or coastal agency or comprehensive coastal plan. Rather, many national and state agencies and local governments share authority on bay matters. This paper is a planning document for a study of the governance of the Galveston Bay system. In the study we will identify the various private and governmental players in bay governance, their legal authorities and policy concerns, some of their interrelationships and coordinative arrangements, and policy issue.
