dc.description.abstractSection 320 of the Clean Water Act provides for the development of Comprehensive Conservation and Management Plans (CCMPs) for estuaries of National significance. To ensure the greatest return on resources spent, it is often necessary to document the economic benefits associated with alternative management strategies. The purpose of this manual is to assist estuary program managers and staff in identifying, estimating, and evaluating the economic benefits of water quality improvements created by various pollution abatement options. Estimating economic benefits helps to determine that a project's benefits are reasonably commensurate with the project's costs.en_US
