Volume II presents the Public Involvement program in three parts: 1. Summary of public views and coordination. 2. Public and agency comments on the draft report and EIS with Corps responses. 3. The Fish and Wildlife Coordination Act Report. The Main Report presents the results of the feasibility study and enables reviewers to understand the rationale for the conclusions and recommendations.
