This manual is intended to help managers in the National Estuary Program to assess environmental progress and communicate to citizens about efforts undertaken and successes achieved. An informed and involved citizenry is essential to the success of environmental protection. The procedures presented in this manual for assessing environmental trends and communicating with the public have been developed and field-tested by the Urban Institute of Washington, D.C.
