Abstract
Illegal dumping has become a highly recognized problem at regional and state levels. Landfills have significantly declined due to regulations which cause cost increases. Therefore, small rural counties with less dense populations cannot afford to dispose of their municipal solid waste. Illegal dumping of solid waste is expected to be on the rise; environmental enforcement programs are developing to solve this problem. This report focuses on illegal dumping within Montgomery and Wharton counties.
