Monitoring Guidance for the National Estuary Program - Final

This document provides the National Estuary Program (NEP) with guidance on how to design, implement and evaluate a monitoring program. The careful use of this document will lead to more complete information to measure the success of management actions initiated under the Comprehensive Conservation and Management Plan (CCMP) as well as essential data to evaluate environmental risks and trends. It could also be useful to other coastal and marine managers with monitoring responsibilities.
