Oil spill contingency plan manual for Galveston local response force

The purpose of this plan is to provide an independent pattern of action by a local municipal pollution response force; and for coordinated and integrated response assistance with cognizant Federal or State agency forces, or Federal or State directed forces, when requested of the local force. The objective of this plan is to provide essential information, instruction, guidance and reference for a local response force that will enable it, through an independent pattern of action, to properly, effectively and efficinetly minimize the damages resulting from oil and hazardous substances.
