This volume presents: 1) the basis for the state's concern regarding Texas coastal waters and adjacent shorelands; 2) the various local, regional, state, and federal authorities now managing coastal resources; 3) documentation of coastal problems judged to be both important and proper objects of state concern; 4) the program's conclusions and recommendation for improving the present management process; and 5) a review of the advantages and disadvantages associated with these proposed changes.
