The attached report was prepared for the Texas Coastal and Marine Council in order to pinpoint the major energy and transportation issues which may arise during the constitutional revision session of the Legislature in 1974. This report is the second in a series of summaries of important constitutional revision issues which will be published by the Texas Coastal and Marine Council. These reports will be distributed in an effort to contribute to the knowledge of the Legislature and the people of Texas concerning constitutional revision and will be directed at providing information rather than reaching conclusions.
