This report outlines the major coastal problems in the Texas coastal area, describes responses to these problems through the 1970's, and attempts to predict coastal issues that will concern us during the 1980's. This document should aid both lawmakers and citizens in understanding and resolving conflicts that arise in this area during the next decade.
