Coastal Zone Management Program: An Uncertain Future

This report assess the progress of the National Oceanic and Atmospheric Administration, Department of Commerce, and the coastal Staes and territories in meeting the objectives of the Coastal Zone Management Act of 1972. We made this review because of the expressed desire of the Congress for an appraisal of the program.
