Abstract

The administrative action here involved arises from an application filed by Natural Gas Pipeline Company of America (Natural) seeking authorization pursuant to Section 7 of the Natural Gas Act for a certificate of public convenience and necessity required for construction of certain facilities necessary for Natural to transport natural gas from the producer's platform in Block 71, High Island Area, Offshore Texas to its transmission pipeline facilities located two miles northwest of Sabine Pass, Texas. This proposal would include the construction of 27 miles of onshore-offshore pipeline, liquid separation facilities, and other appurtenant facilities. Environmental impact would occur with respect to effects on man, wildlife, vegetation, marsh areas, soil, water quality, and noise levels, and these are discussed in detail.
