Houston is continuing work on a multi-year, multi-million dollar pipeline project that is converting its water supply from a groundwater system to a surface water system. The conversion is mandated by the Harris-Galveston Coastal Subsidence District to reduce subsidence and to supplement decreasing groundwater production capacity. When complete, the new system will provide Houston's water supply needs beyond the year 2000, says Dan Clinton, program manager for Lockwood, Andrews & Newnam, Inc. (LAN), the architectural/engineering firm responsible for the design and construction management of the city's East Water Distribution Project (EWDP).
