This booklet describes the rules, regulations, and procedures that the Department of the Interior follows in leasing and supervising oil and gas resources of the OCS. It highlights the number of opportunities that State and local governments and the public at large have to interact with the Department to assure that the concerns of all Americans are addressed before development proceeds.
