dc.description.abstract | The Grants and Management Department has prepared a project plan for the Central City Beach Area Reinvestment Zone in accordance with the Texas Tax Increment Financing Act of 1981, as amended August 29, 1983. The most important implication of the tax increment legislation is that it provides a potential mechanism for financing public improvements and other public costs that previously did not exist. The traditional methods of financing capital improvements are constrained by budget limitations. | en_US |
