Rules, Regulations and Modes of Procedure relating to the Texas Weather Modification Act

The Rules contained herein are adopted for the purpose of promoting continued research and development in the science and technology of weather modification, minimizing the danger of weather modification activities to health and property, simplifying procedures, avoiding delays, saving expenses, and facilitating administration and enforcement of Chapter 14 (Weather Modification) of the Texas Water Code, and these Rules shall be construed accordingly.
