Abstract
Shipping, the petrochemical industry, agriculture, and a booming human population have left their mark on Galveston Bay. While some 600 entities with varying degrees of authority over the bay have emerged in recent decades, it has become obvious that this piecemeal approach to management is not working. The current challenge is to build consensus among the various groups that have an interest in the bay's future.
