In this report RETA identified an intensive and long-term biological monitoring program, water quality standard recommendations for the Trinity River and attendant biological changes. Only through implementation of this monitoring program can we approach making cost-effective decisions regarding degree of treatment required to restore and maintain the quality of the Trinity River as a natural resource capable of serving as a public water supply, the propagation of fish and wildlife, recreation purposes and agricultural, industrial, and other designated legitimate uses.
