Abstract
The Texas Parks and Wildlife Department, in cooperation with numerous entities, has been developing the State Wetlands Conservation Plan (SWCP) for Texas since April, 1994. The SWEP focuses on non-regulatory, voluntary approaches to conserving wetlands.
