Abstract
The proposed changes for the re-designation of wetlands would apply to the Federal Manual for Identifying and Delineating Jurisdictional Wetlands, adopted in 1989 as a uniform standard to be used by the EPA, the Army Corps of Engineers, Fish and Wildlife Service and the Soil Conservation Service. Public reaction has been extensive.
