Abstract

This study describes the methodology used in analyzing the impact of PL 92- 500 on the Houston Ship Channel/Galveston Bay region by the economic and social analysts. Labor statistics and projections are provided for certain water based industries. Federal, state, and regional agencies, local governments, industry, and public interest groups are identified and described along with a discussion of the role each of these groups plays in water quality management. The appendices include: 1) a memorandum of understanding between the Texas Water Quality Board (TWQB) and the Regional Administrator, Region VI, of the Environmental Protection Agency (EPA), 2) a letter from the EPA general counsel to TWQB concerning National Pollutant Discharge Elimination System (NPDES) certification, 3) TWQB enforcement policy statement, 4) self report schedule, and 5) public opinion surveys. Chapter VI - Economic Analysis. This chapter describes the methodology used in analyzing the impact of PL 92-500 on the Houston Ship Channel/Galveston Bay Region by the economic and social analysts. Chapter VII - Social Impacts. This chapter describes the methodology used to analyze the social impacts on the region of PL 92-500. Additionally labor statistics and projections are provided for certain water based industries. The above mentioned model is the regional simulation model that was designed, planned and made functional by the "Houston-Galveston Area Council." The name of the Model as known to the H-GAC is "The Regional Simulation and Systems Control Model." In this report, we have changed the name of the model to that of the title above because this new name is more descriptive of outputs of the model. This model generates projections of the various economic and socio-economic characteristics for a thirteen county region around Houston. Among the thirteen counties are included the four counties that this report is concentrating on. The model can further generate the projections and at present is being set up to generate the projections for any special sub-regions in the thirteen county region. For the purposes of this report the four county individual projections were obtained and totaled to get the projections for the four county region. Chapter VIII - Institutional Analysis. Implementation of the objectives of PL 92-500 has had and will continue to have a marked impact upon those institutions within the Houston-Galveston area charged with water quality management functions. State and federal agencies that have responsibilities for implementing the act have also been affected. The institutional setting within the four county study area (Harris, Galveston, Brazoria, and Chambers) is complex. In addition to the federal and state agencies, there area multi-county regional institutions such as river authorities, waste disposal authorities, and the council of governments.
