Legal assurances of adequate flows of fresh water into Texas bays and estuaries to maintain proper salinity levels.

Abstract

This study undertakes to determine the legal requirements to assure an inflow of fresh water to Texas' coastal bays, lagoons and estuaries, and the nature of new laws which may be needed to meet such needs. The study suggests the need for a legislative estuarine water policy and recommends adoption of specific measures to implement that policy.
